North Carolina General Assembly is Hiring a Payroll Specialist I Near Wake, NC

Description of Work

***Recruitment Range: $50,000-$60,000 Annually ***

***This is an in-person, non remote position. ***

The North Carolina General Assembly (NCGA), the State Legislative Branch, is seeking an experienced, reliable individual to perform complex accounting work in the preparation and analysis of payroll processing. The individual would maintain confidential payroll financial reports, deductions, and systems records to ensure that the payroll is accurate, timely, and follows all applicable laws and regulations. The position organizes, monitors, and audits activities that support a variety of payroll records and files. Independent judgment, initiative, and decision-making are required in the performance of payroll duties. Work is performed with general independence under the supervision of the Payroll Supervisor.

Examples of Duties:

  • Organizes and enters specific payroll-related information into the NCGA internal payroll system for semi-monthly payrolls and related reports.
  • Reviews and considers input of employee electronic time submission and leave records into the payroll system as needed for payroll; works with division/organizational contacts regarding the payroll and leave data; collaborates with managers and employees about relevant payroll issues; consults the Payroll Supervisor on more complex issues or with actions that may create a precedent.
  • Assists employees as needed with completing forms for payroll according to personnel and payroll policies; interprets and explains payroll rules, taxes, and related payroll processes.
  • Prepares payrolls for the NC General Assembly legislators and employees; enters salary updates and payroll deductions; adjusts for leave without pay and other special circumstances; applies payroll and personnel policies to each situation to ensure the correct expenditure of NC General Assembly funds and the correct salary payments for employees.
  • Monitors additions, changes, and transfers of positions within the NC General Assembly.
  • Maintains confidentiality of personnel and payroll file information in a systematic manner consistent with division and Legislative Services Office policy.
  • Updates the information to be used in filing the quarterly and annual 941 tax form accurately and in a timely manner.
  • Serves as custodian of payroll files for assigned group of NC General Assembly employees.
  • Provides backup duties to other positions in Financial Services Division.
  • Performs other duties as required and directed.

About the Financial Services Department:

The Financial Services Office is a full-service financial department located within the General Assembly’s nonpartisan Administrative Division. The Financial Services Office is responsible for providing the General Assembly with the budgeting, payrolls, purchasing, and general accounting services needed to support the legislative and operational requirements. They perform program analyses and internal services and monitoring for the legislative branch and are responsible for supporting the financial and personnel systems.

Knowledge, Skills and Abilities / Competencies

  • Ability to work independently, to organize and analyze materials, prioritize tasks, and to make responsible decisions.
  • Ability to create and maintain accurate records, reports, and files in support of an accounting or payroll system in an employee-oriented payroll operation.
  • Proven and documented ability to maintain confidentiality of sensitive data, exercising sound judgment and discretion in gathering and evaluating personal data.
  • General knowledge of payroll laws, rules, regulations, policies, and practices to follow in the payroll function, including Fair Labor Standards Act, and others that may apply.
  • Working knowledge of personnel laws, rules, and regulations.
  • Ability to understand and apply policies and regulations that apply to the maintenance of financial, payroll, and human resources-related records and reports.
  • Ability to use Microsoft Office products, specifically Microsoft Excel.
  • Ability to establish effective working relationships while maintaining composure and work cooperatively under pressure with Legislators, legislative staff, and the public.
  • Ability to present information of assigned work area clearly and concisely, both verbally and in writing.
  • Ability to work extended schedules as needed to meet payroll deadlines and to carry out special project assignments.

Minimum Education and Experience Requirements

Education and Experience:

  • Graduation from a two-year business school or community college with a major in business administration, accounting, or related field with two years of experience at the journey level of payroll, accounting, or employee benefits work; or,
  • An equivalent combination of education and experience.

Preference will be given to:

  • Experience with utilizing and navigating an ORACLE Cloud-based Payroll system.
  • Experience working in a governmental payroll environment with a full range of independent functions in processing and interpreting payroll-related information.
